This party really can be done with many objects and games that you already have at your house. Use your imagination and see how resourceful you can be to make this a truly unique (and low cost) party.

The key to this party is crowd control. In the construction area there are a lot of games happening simultaneously. Keep the kids moving amongst the games, and do your best to keep the kids evenly distributed.

Decorations:

Balloons
We used a combination of orange and black, but yellow and black would be just as appropriate. You can purchase a wide variety of balloons at Oriental Trading, but similar balloons are likely available at your local party store, which is a better option if you plan to have them helium filled.
Construction tape
Party stores sell a decorative variety of construction tape, but we found the best deal was real construction tape, which we purchased at Home Depot. Use the tape to cordon off 'construction areas' and you can also use it as streamers.
Poster board
We used large orange sheets for the construction signs, but if your theme is yellow and black, then you may want to opt for yellow signs.
Streamers
Buy these to match your balloons; either orange and black or yellow and black. Available at Oriental Trading.


Activities:

Sticker activity
We found this fun construction-themed sticker activity page at Oriental Trading. This was a great way to keep the kids engaged while we were waiting for everyone to arrive.
Tattoos
What would a construction zone be without a tattooed crew? We find these are always a crowd pleaser for the younger kids. A large selection is available at Oriental Trading
Construction-themed video
We had Bob-the-builder running in the background as kids arrived. For the first arrivers, or for those just not into doing the artsy activities we had planned on arrival, this was a nice way to keep them occupied.


Favors:

Construction hat
This can be both a favor and an activity. On arrival, you can give the kids their hat a set them loose decorating it with stickers. We purchased these at Oriental Trading 
Tool belt
This also can be both a favor and an activity. They can get the tool belt when you give them the hat. The tool belt can be decorated with washable markers. We got these from Home Depot.
Tattoo stickers
An easy favor bag stuffer and always a crowd pleaser for the younger kids. A large selection is available at Oriental Trading.
Inflatable hammer
We gave these to the kids as they did the 'design a house' activity. They would put on a feature of the house and then bang it with the hammer. These can be purchased at Oriental Trading.
Tape measures
The kids can be given these when they are seeing how high they can stack the blocks. This way they can actually measure it. We found this inexpensive variety at Oriental Trading.
